Corruption is often likened to a disease, and just as there is no perfectly healthy society free from disease, one cannot expect a society to be completely free of irregularities especially corruption. In the Philippines, corruption is so deep-rooted and pervasive that in my opinion there is no segment of society is free from its dark shadow. The country's political circles have long lost the people's trust due to their frequent incidences of corruption, and hardly any public office is free from irregularities of some kind. Meanwhile, Filipinos were once again dismayed by reports of widespread irregularities in the government's handling of military mobilization and arms procurement programs such as the ZTE Broadband Deal. Even cost oriented groups are not immune from corrupt practices, as revealed in the former President Estrada’s use of his charitable organization to launder his ill gotten wealth.
