The notion of harm minimisation is based on the belief that drug use is a common and normal part of our society. To try and prevent drug use from occurring is futile. Rather, the main focus of the harm reduction approach is to prevent or reduce the harms associated with drug use. This statement, taken from a high school drug program called “Drug Sense”, basically sums up the philosophy behind the harm minimisation concept. The policy is on the opposite end of the spectrum to the other main drug policy, Zero Tolerance.
