When John Adams became president, he inherited a violent quarrel with France. He inherited this quarrel because of the Jay’s Treaty made during George Washington Presidential term. This treaty bound the United States to pay the debts still owed to British merchants on pre-Revolutionary accounts. And because of this treaty, France and the Jeffersonian South were pissed off. France was pissed off because France believed the U.S. was going to form an alliance with Britain, France’s enemy. It also pissed France off because it violated the Franco-American Treaty of 1778. And as a result, France began to seize the American merchant vessels and refused to receive America’s new appointed envoy, John Marshall to help rectify the situation. The Jeffersonian South was pissed off because they would have to pay the majority of this British debt. However, if after France’s retaliation against the U.S., Jefferson still did not want a war with France.
