Kohlberg strongly believed that people would develop moral values as they grew from children into adults. Once we have these values set inside of us they will always play an important role in all of the decisions we make. There are three different stages to his development theory. The first stage is called pre-conventional level, at this level consequences drive us such as punishment or reward, mostly used by children they will not do something in fear of punishment or do something thinking they will get a reward. The next stage is known as the conventional level, the basic theory behind this is your reasoning is based on your desire to please others or follow authority; people at this level won’t do something because they are scared of disapproval from friends or family members or simply because it is the rules to do so.
