Tough times in history tend to bring about the need of governmental revision regarding issues such as health care, taxes, or interstate commerce. One particular difficult time for American’s was labeled The Great Depression. The depression began in 1929 and came to an end about 10 years later. During this time, people’s concern for their retirement and pensions created an ever-pressing problem: that people would grow old and have no income, passing on their financial burden to the next generation. One particular individual, Francis Townsend, came up with a proposition that would act somewhat like a revolving door, but provide a solution to this problem. The plan would involve each person paying additional money on commercial transactions. This money would be used as a pension plan for those who would reach a certain age and were eligible for retirement. With a petition signed by over 20 million people, Townsend delivered this proposal to Franklin D. Roosevelt, and in 1935......
