The achievement of peace among Organization for Economic Cooperation and Development (OECD) countries is unprecedented; there has been no war since 1945. Discovering the causes of this peace could lead to expanding the zone of peace over a wider area. While peace is sometimes regarded as simply the absence of war, a more positive concept of peace would include the absence of any expectation of war and the elimination of deprivation and structural violence.
There is now a widespread view that conflict is unlikely between liberal states, a phenomenon called the democratic peace. The cultural explanation for this suggests that people within a democracy perceive themselves as self-governing people who share common norms and who respect the rights of others to self-determination. An alternative structural explanation suggests that institutional constraints—regular elections, checks and balances—make it harder for democratic leaders to move their countries toward war.
