The Welfare Reform of 1996


During the late 1950s and 1960s welfare grew quickly and the typical welfare recipients changed from largely white widows to a high rate of divorced, deserted and never married women, along with families of color. The term welfare became known as the inner city African American woman, usually a substance abuser that was having children to stay on welfare and breeding a criminal class. This was when welfare became a serious problem. The problems that were to follow were the reasons for the change in the welfare systems. During that period, the American Aid to Families with Dependent Children (AFDC) rolls went from 2 million to 13 million over the next three decades, even though work requirements were enacted by the Federal Government. Welfare policy is designed to support the deserving but not the undeserving.
