The key issue is that this comic strip gives you an example on moral values. When in a situation such as this, the right (moral) thing to do is report this person to the proper authority. When applying for a job, in some instances, you are required to take a questionnaire for the company. In the questionnaire, you are asked question based on moral values when it comes to the best interest of your employment. And this is an example situation you may be faced with.

I can see here that Anita uses moral value judgment rather than logic when she looked into the issue, because logically she was in a position where she needed money.
