The Welfare State is a group of government programs that attempts to provide economic security for a population. Universal benefits are government paid benefits’ provided to everyone within a population, regardless of the claimant’s financial status e.g. child benefits which are paid out to all families with children regardless of income and wealth. Universal benefits can be restricted to certain categories of people such as the young or the old. Universal benefits are free.
The Great Poor Law of 1601 was the first state response to the problem of poverty on a national scale in early modern Europe. The government ordered parishes to collect a tax from those who owned land within the parish. This was called the Poor Rate. It was used to help the poor.
