This bill concerns the National Minimum Drinking Act. This law proposes that states must change the minimum drinking level to 21 years of age or the states will lose 10% of their funds. Since the states do not want to lose their funds from the government, the states will enforce the law.
There has been this debate since the Prohibition, on whether alcohol consumption should be legal or not. In 1919, the 18th amendment was approved and prohibited the manufacture, sale, and transportation of intoxicating substances. This amendment was later repealed with the ratification of the 21th amendment in 1933.
There have been many supporters and non-supporters in the current debate. One group for keeping the drinking age at 21 is called MADD- Mothers against Drunk Driving. Their goal is to raise awareness about the detrimental effects of alcohol and to help teenagers with drinking problems.
