In times of war, Congress often gives the president extensive powers in order to defend the country. Most recently, at the onset of the war on terrorism, declared by President Bush in the aftermath of a terrorist attack against the U.S. on Sept. 11, 2001, lawmakers granted Bush wide-ranging law enforcement authority so that he could bolster the country's counterterrorism efforts. Though no major terrorist attacks have occurred on U.S. soil since that law--the USA Patriot act--was passed, Bush's use of his extended powers has generated a heated, ongoing debate over the executive branch's control over domestic affairs.
