The critical issues and problems John will face while staffing a new plant in Tokyo are numerous. To begin with, his home plant in Tennessee has a critical labor shortage, yet he will need to hire 500 employees to staff the Tokyo plant. The union stewards of the Tennessee plant are requesting that union members are first to be offered a transfer and that host country nationals that are hired for the Japanese plant receive the same contract as the United States union members.
