Intention behind development of HRM!

The focus of human resource management (HRM) is on managing people within the employer-employee relationship. It involves the productive use of people in achieving the organization’s strategic business objectives and the satisfaction of individual employee needs.
Above is what I first read when I joined this unit. This is the valid view for development and purpose of HRM.
Economy in which the business operates does seem to have a very big difference on how HRM operates. In very competitive economy as that of the U.S.A. and Japan where due to high competition efficient labor become very scared, so HRM operates as a department who works for the welfare of employees to keep them motivated and satisfied to reach the organization goal.
