Introduction
Whether or not to implement environmental and labor standards into the WTO has been the topic of debate since the late 1960s. In 1971, this debate brought about the creation of a Working Group on Environmental Measures and International Trade by GATT in 1971. After the WTO was created in 1991, the Working Group was renamed the Committee on Trade and the Environment. More emphasis was also placed on further cooperation with the existing International Labor Organization. In 1999 during the WTO Ministerial talks, this debate exploded on the international scene with images of pro-environmentalists and labor unions protesting on the streets of Seattle. Pressure from environmental interest groups and labor activists for the WTO to adopt standards has also spurred discussion in the economic field.
