Max Weber was a historian that wrote about the appearance of bureaucracy from more traditional organizational forms and its raising in modern society. Weber believed that beau racy is the particular type of administrative structure developed through rational legal authority. Weber said that bureaucracy resolves some of the shortcomings of the traditional system in six points: First, jurisdictional areas are clearly specified, activities are distributed as official duties. Second, organizations follow hierarchical principle, follow orders of superiors. Third, abstract rules govern decisions and actions. Fourth, means of production or administration belong to office. Fifth, officials are selected on a basis of technical qualifications, appointed not elected. Finally, employment by the organization is a career.
