After the Revolutionary War in 1783, the 13 colonies first formed a very weak central government under the Articles of Confederation. The Articles of Confederation was not strong enough to handle business matters with other governments and the Indians1. So the plan was to form a strong national government under a new constitution. Alexander Hamilton had suggested that a national convention was to happen in Philadelphia in 1786 to revise the Articles of confederation.
